TIMELINE

This table chronicles significant events in the
timeline of the Digital Doomsday Clock.

11:50 07/01/97 The U.S. CDA is struck down by a unanimous Supreme Court. The time change also reflects considerable international opposition to U.S. cryptographic key escrow proposals, and increased recognition of personal digital information privacy concerns.
11:52 06/12/96 The U.S. Communications Decency Act of 1996 is struck down by a tribunal of judges in ACLU, et al. v. Reno. The time did not change because:
  • The Government will appeal to the Supreme Court.
  • The tribunal disagreed on the issue of the constitutionality of censorship based on the "indecency" standard (2-1 against).
  • France passed a similar law on June 7 which also instituted Clipper-type encryption key escrow regulation.
  • Australia is considering even more severe cyber-censorship.
11:52 04/19/96 The Digital Doomsday Clock starts ticking.
